Hmm, interesting hypothesis. Of the two units in that house, I know one turned over because we saw the new people moving in in September, and even talked to them briefly and let them know we rent the parking there. That's the unit with the spot where the no parking sign was.
I haven't seen who lives on the other side of the house and don't know if they moved - that's the side of the house where someone else was renting parking until Aug 31, and which is now ours, and the no parking sign has never been placed in that parking spot.
So... it can't have been the people in the unit next to the "no parking" spot, because it happened both before and after the move. It seems very odd that it would be the person in the other unit, but ... maybe you're right.
The other thing that seems to make this unlikely is that I had a back and forth with the owner where we established that neither of us knew whose sign it was or who was moving it, and then a month later I asked again if she knows, and if not, whether I could take it away. I would expect she'd have asked her tenants about it, and also made clear to them (again) that she has rented out the parking spots.
