Okay, I see what you mean now. Yes, I think that legislation can change the balance on that decision, converting a lot of what would've been foreclosures into restructured mortgage payments, by applying only a relatively small amount of money - enough to make it possible for the owner to continue. This would add more to our economy because it's not just the bank that benefits, but also the people living in the house (and their employers, their family who might otherwise have to help them out, etc.)
