State election laws. And you're right, this needs to be a priority. There was an attempt to collect signatures to get it on the ballot a couple of elections ago, but they decided partway through that they'd started too late and they should stop and regroup for a future year. After the mess of this year's primaries, I definitely plan to try to look them up again at the end of the year and see if they're going to try for 2016.
