It only gets changed every five years, with a lot of advance notice. I don't understand what's so "convenient" about one number vs. some other number; you'd quickly learn what it is and know it just as well. It sounds like you're inventing complications for something that is really quite simple, and I can't figure out why, unless you really don't like the bottle bill for other reasons you're not saying.
