I'd disagree. The bus/train example says that it is possible to get to New York by bus *and* it is possible to get to New York by train.
The jazz/blues example says "You can put on music if it's jazz" OR "you can put on music if it's blues". If it were an AND of those two statements, then the only acceptable music would be both jazz and blues. This isn't what the speaker is trying to convey.
