As you're mentioning Final Cut Express specifically, this implies strongly that you're a Mac user. If you've got iLife '06, specifically, iMovie 6, it can do light level correction in a variety of ways.

Once you've got your clip in the timeline, select the clip, then click on the Editing button under the clips pane on the right. Then click the VideoFX tab up above and there's several options. First off is Brighness & Contrast in the main level, and then in the Quartz Composer sub category, there's Exposure Adjust, and Gamma Adjust.
