I think it's because Senators have this tradition of not airing their dirty laundry too much, of not challenging each other in public when they're working together in private. It has its advantages and disadvantages. Kerry is on a committee that's actively working on this, and even though he probably knows the committee's product will be bad, he probably also feels that he shouldn't take the dispute public in too big a way while they're all still working together.
